Growth

 

Today Gardner is growing more rapidly than many other Kansas City Area Communities:

In 2008, the City of Gardner welcomed approximately 247 new residents to the community. There are now approximately 18,344 people who call Gardner home. In 2000 that number was approximately 9,400. The drop in new residents reflects the decrease in housing construction as impacted by the national economy slow down which started in mid 2007. The number of subdivisions with construction activity decreased from 34 in 2007 to 11 in 2008. Permits for single family home construction reduced by more than half from 2008 at 79 from 192 in 2007. In 2005, that number was almost 400.

Gardner Celebrates Arbor Day/Earth Day with a Cleanup
The Gardner Parks and Recreation Department sponsors an Earth Day Cleanup. It is held at the Greenway Corridor. Watch for information on this special event in the Parks and Recreation guide that is sent to every resident's home twice a year.

The Downtown Merchants Sponsor a City-Wide Garage Sale
This event is traditionally held the first Saturday in May. Watch for details in the spring.

Gardner hosts the Johnson County Fair
The Johnson County Fair is sponsored by the Johnson County Fair Association and is held the first full week in August. Their website is www.jocokansasfair.com.

Johnson County Fair Parade
The Gardner Area Chamber of Commerce sponsors the Johnson County Fair Parade. It is held on Saturday during Fair Week at 10:30 a.m.

Gardner hosts a safe and fun Halloween Party — Boo Bash
The Parks and Recreation Department sponsors this free event at Celebration Park for children to age 12.

Christmas happens at Cornerstone Park
The Gardner Parks & Recreation Department sponsors this free event. The event kicks-off on the first Monday after Thanksgiving with the Mayor’s Christmas Tree Lighting Ceremony at Cornerstone Park and includes a message from the Mayor, the arrival of Santa and seasonal music.

Gardner has a Municipal Airport
The Gardner Airport is located along 175th Street, west of Waverly Road.

City Departments

Administration
The Administration Department is led by the City Administrator, who is appointed by the Mayor and Council. The Administration Department is responsible for planning and directing the activities of all municipal operations. The Administration Department coordinates the preparation of the City budget and capital improvements plan, agenda preparation, Council support, and organizational development. Additionally, Administration is responsible for communication to the residents and businesses of Gardner through the City website, City Newsletter, Utility News and press releases. City Clerk
The City Clerk maintains all Council records, including minutes, resolutions and ordinances and also issues various licenses and permits including cereal malt beverage licenses, massage therapy licenses and drinking establishment permits. Human Resources
The Human Resources Division develops personnel rules and regulations, administers benefits programs and administers the risk management program. To request information or for employment information call (913) 856-0951 or go to the Human Resources page.


Community Development
The Community Development Department is responsible for maintaining, enhancing and developing the community. It is involved in:

Finance Department
The Finance Department is responsible for all financial operations of the City insuring that statutory requirements for accounting and auditing procedures are met. The Finance Department administers the City's fixed assets, payroll, purchasing, accounts payable and receivable and the investments of funds. Finance is responsible for the annual audit and directs the issuance of municipal debt inventory.
  • Utility Billing is a division of the Finance Department
  • Municipal Court is a division of the Finance Department. Traffic violations and violations of Gardner ordinances are handled in this court. Municipal Court is held at 6 p.m. on the second Tuesday of the month and the Wednesday following the second Tuesday and the fourth Wednesday of the month.
 
Parks and Recreation
The Parks and Recreation Department is charged with providing quality parks and recreation opportunities for the residents of Gardner.

 
Public Works
The Public Works Department is divided into streets, water, wastewater, engineering and administration divisions.

Street Sweeping
The Streets Division sweeps Gardner neighborhoods twice a year to help keep our neighborhoods looking clean.

Snow Plowing
The City plows based on the priority of the street, with arterials like Moonlight Road and Center Street receiving first priority. The second priority roadways are collector streets which provide access to arterial streets. Collectors are cleared once arterials are cleared. Third priority streets are the low traffic residential areas that are plowed after arterials and collectors have been cleared. The City does NOT remove ice or snow from private property. City crews will not remove snow deposited by snow plows in driveways or on sidewalks.
 
 
Prior to November 17, 2008, the Electric Division was part of Public Works.  However on this date, the City of Gardner created the Electric Utility Board  (see Ordinance 2296) which is responsible for the planning, development, production, purchase, transmission and distribution of all electricity for the City of Gardner.  The Board consists of five volunteers nominated by the Mayor and confirmed by the City Council, who serve without compensation. 
 
Gardner Energy is open from 7 AM - 4 PM, Monday through Friday and is located at 1150 E. Santa Fe in Gardner.  The phone number is 913-856-7256.  The after hours service to report electrical issues is 913-856-6802.  If you need to start or stop electrical service or have questions regarding your electric bill, please call Utility Billing at 913-856-7535. 

 
Police Department

General Utility Information

The City of Gardner provides water, sewer, and electric service for most residents and businesses in Gardner. To obtain assistance with billing, hook-ups, disconnections or other utility questions, contact Customer Service at (913) 856-7535 or email.

Billing Cycles--Mail Dates
Depending on where you live in town, your utility bill will be mailed on either the 7th, 17th, & 27th of each month for the previous month’s service.

Payment of Bills
All payments for utility services are due within twenty days of the billing date. The bill must be paid in full by this date to avoid a 10% penalty. Failure to make payment within 7 days of this date will result in discontinued service. Utility bills are payable by mail, drop box or in person at City Hall. Payment may be made by cash, check or money order.

Drop boxes for utility payments are located at the following locations:

  • Conestoga Mobile Home Park - 1199 East Santa Fe (near Clubhouse)
  • Consentino's Price Chopper - 830 E. Main Street (inside by Customer Service desk)
  • Metcalf Bank - 109 E. Main Street (located next to ATM)
  • City Hall - 120 E. Main Street (located on the east side of the building)

Utility Billing Online offers customers a convenient way to track and pay their electric, water and sewer bills online. Customers can obtain billing information by registering their utility account number and PIN, a Personal Identification Number they receive from the Finance Department. New Residents and Transfers
New residents are required to complete a service request, pay a service fee and a utility deposit to establish utility service. The service fee is a connection charge of $10.00 per service or $15.00 for both water and electric. Transfer customers will also be subject to the same connection fee. The utility deposit for a residential utility customer is $25.00 for water service and $75.00 for electric service.

Temporary Disconnections
Customers requesting that service be temporarily disconnected will be charged a disconnect fee of $10.00 per service or $15.00 for both services. Payment of a regular connection fee will also be required when service is reconnected.

Refunding of Deposits
Customers who have paid their utility bills for a period of one year and have not had a delinquent utility bill can be eligible for the return of the deposit as a credit on their next applicable utility bill.

Electric Service Out of Gardner’s Service Region:
Gardner Energy provides electric service to the majority of Gardner. Where Gardner is not the electric service provider, Kansas City Power and Light (KCP&L) is the electric service provider.

How to Report a Utility Problem

Electrical Outage
To report an electric outage please call our Customer Care number 24 hours a day, 7 days a week: (913) 856-6802.

Water or Sewer Service Problems
To report a problem with water or sewer service during the business day, contact the City of Gardner Public Works at (913) 856-0914; After 5:00 pm and before 8:00 am, dial (913) 856-6802.

Natural Gas Service Problems
To report a problem with natural gas service call Kansas Gas Service at 1-800-794-4780 or Atmos Energy at 1-800-621-1867. If it is an emergency, dial 911. If your carbon monoxide detector is detecting elevated levels of carbon monoxide, dial 911 for assistance.

Telephone Service Problems
If you are an Century Link customer and need to report a problem with home telephone service, call 913-856-2128 or 800-366-8201. If you are an SBC customer, report a problem by calling 1-800-246-8464.

Cable Service Problems
