The Community Development Department is a partner in maintaining, enhancing and developing the Gardner community by participating in every phase of the development cycle. The staff is charged with planning for the City's future, assuring our citizens' safety, and balancing the need to facilitate new development in Gardner while assuring that the community's standards are met. Planning Division
The Planning Division administers zoning and the development review process for the City, and provides staff support to the Planning Commission and the Board of Zoning Appeals. The planning staff, along with other affected departments and divisions, works to process and review development applications for rezonings, site plans, development plans, the platting process, sign regulations, conditional use permits, and annexation procedures. The department is also responsible for the administration and updating of the City's Community Development Plan and the continuous updating of development-related data in Gardner and its environs.

Building Codes Division
The Building Inspection Division is responsible for reviewing construction plans, issuing building permits, conducting field inspections, monitoring contractor licensing, investigating land use complaints, issuing special short-term use permits and assisting the public with general home use renovation questions.

Property Maintenance Division
The Property Maintenance Division is responsible for responding and enforcing the provisions of the adopted Property Maintenance Code, such as: tall grass and weeds, inoperable vehicles, trash and debris, blighted structures, parking on grass, illegal signs and unlawful storage of boats, campers and trailers.
